AGNI helps citizens form a body called an "ALM" which stands for Advanced Locality Management. It is an MCGM framework and a way for citizens and the MCGM to work together on locality problems. An ALM covers a neighbourhood or street, normally about 1,000 citizens. It is registered by the local municipal Ward Office, which appoints a Nodal Officer to attend to citizen complaints.

Problems addressed may relate to garbage clearance, composting, drainage, water supply, beautification, encroachment, road excavation, pothole filling, road and pavement leveling, surfacing, stray animals, pest control etc.

ALM is a system providing single window access to most civic services. But before a citizen group is recognized as an ALM, it must begin to segregate domestic garbage into wet and dry.

How to form an ALM

 
 

Consult at least three civic-minded citizens, then call a meeting of concerned residents of the area. Inform the Ward Office of your intention to form an ALM. See format of a letter.

 

A representative of the Ward Office should address the first ALM meeting.

Identify major and minor problems of the locality at the meeting.

Each building selects one representative on a "Core Group."

Volunteers should monitor garbage segregation for a few days and coordinate collection with the BMC.

The Core Group should meet at least once a week for a start. The Nodal Officer must maintain a Locality Register and should visit the ALM weekly.

An ALM representative should attend the monthly meeting taken by the Asst Municipal Commissioner at the Ward Office where Locality Registers and/or unresolved problems are screened by the AMC.

General meetings for the whole area can be held monthly or quarterly.

Meetings should be minuted and minutes circulated (they could form your ALM Newsletter).

A common fund can be set up - may be Re 1 per flat per day, collected on a quarterly basis. Contributions come easily when people see progress.

Some suggestions for running an ALM

 
 Follow up with your Asst Municipal Commissioner (Ward Officer) for appointment of a Nodal, or Beat, Officer.

 
The Nodal Officer is the best means to interact with various departments of the Ward and the municipality.

If complaints are not resolved at Ward level, they should go to the Deputy Municipal Commissioner of your zone (tel. no. available at the Ward Office).

Consider displaying a banner that your street/locality is an ALM.

The success of an ALM may depend on your ability:
- to know the system and deal with civic officials
- to reach consensus within the ALM
- to tackle ego issues between members
- to persevere despite red tape, setbacks and apathy
